I have seen this same sentence dozens of time by several publishing companies, and I already know that, in 99% of the times, it translates to "we're not more interested in releasing that series, we won't publish it anymore, don't bother us".
If it's "on hold" I can't see a reason why you should "free" it in the future... if it's a loss for you to release it, why would the situation change? (and probably it would be even worse, since even the people interested in vol.3
now, will probably lose their interest since it's been years since the release of vol.2).
So, sorry, but I'm not gonna trust you anymore.
I just hope that some scanlation group will pick it up, since I really want to know how the story ends.

I won't even buy the upcoming (?) Hayate X Blade, despite I was interested in it, since there are high chances that you'll put it on hold/cancel it after 2-3 volumes
